The mission of the programme is to facilitate the rehabilitation of Ontario
residents who have long-term physical disabilities (lasting over six months) by
providing financial assistance to purchase selected, basic, personalized
assistive devices appropriate to their needs and essential for independent
living. To be eligible, you must have a valid Ontario Health number issued in
your name and have a long-term physical disability.
ADP covers over 15,000 separate pieces of equipment or supplies in the
following categories; prostheses; wheelchairs/mobility aids and specialized
seating systems; ostomy, and enteral feeding supplies; needles and syringes for
insulin-dependent seniors; monitors and test stripes for insulin-dependent
diabetics (through agreement with the Canadian Diabetes Association); hearing
aids; respiratory equipment; orthoses (braces, garments and pumps); visual and
communication aids.
Access to funding usually involves the assessment by health care
professionals registered as authorizers with the programme and the sale of
equipment by vendors under contract to sell approved products at an approved
price. For equipment and supplies, ADP usually pays up to 75% of an approved
contribution. For oxygen, the Home Oxygen Programme (HOP) pays 100% of home
oxygen for persons over the age of 64 or on Home Care, social assistance or in
long-term care facilities and 75% for all others.

Canadian Blood Services is the sole operator of Canada’s National Blood
Collection programme. The Ottawa and Eastern Ontario Blood Centare oversees the
blood collection in Eastern Ontario with a permanent clinic in Ottawa, a
permanent clinic in Kingston and mobile clinics that travel to outlying areas
and businesses within the collection area. Also responsible for unrelated bone
marrow donor registry in the area.

Health
Helps people in dealing with situations that threaten their survival and
safety, security and well being, and human dignity. Offers opportunities for
volunteers to assist in community services and development. The Branch offers
courses in first aid, CPR, child safety and backyard pool safety. The First Aid
Provision Team saves lives by providing first aid coverage at large and small
events. Community Services provides home healthcare equipment for those
recovering from recent surgery and illness and other services which address
health, injury abuse, neglect, violence, disaster or deteriorating conditions to
improve the situation of the most vulnerable.
Education
Provides first aid, CPR, child safety and babysitter courses as well as
materials to educate individuals in injury prevention. Offers non-certification
courses in first aid for street youth, newcomers and for other vulnerable and
capacity assessment opportunities to youth through community vulnerability and
capacity assessment training and abuse prevention programme. Provides
information and training on international development and international
humanitarian law. Provides preventative programmes such as Backyard Pool Safety
Checks and a varity of personal safety presentations.
Assistance and Crisis Intervention
Provides advocacy, crisis intervention, referrals, information and direct
assistance to individuals and families in crisis situations at flexible hours.
Helps people recovering from illness by loaning home healthcare equipment such
as wheelchairs, canes, walkers and crutches etc. Assists families with
inadequate financial resources by providing eyewear, links families separated by
conflict or natural disaster, and offers mittens and tuques to children at risk
and homeless people. The Community Development Programme offers support to
emerging self-help groups.
Multicultural and Immigrant Services
Helps individuals to locate immediate family members at home or abroad with
whom contact has been lost due to armed or political conflict, natural
disasters, changing world migration patterns or where there is a compassionate
reason. Provides information and training on international development and
humanitarian law. Supports community groups in responding to appeals for funds
for relief activities resulting from natural disasters or political conflict and
provides networking opportunities to ethnocultural groups.

Comprehensive health insurance for residents of Ontario, regardless of age or
state of health. Provides benefits for medically necessary hospital and
physicians’ services, for specified dental procedures performed in hospital,
allowances for optometric, chiropractic, osteopathic and medically necessary
ambulance service. You and all members of your family, including babies and
children, must have your own Health Cards. For more information, call the

Those who qualify for Ontario’s Drug Benefit Programme can have
prescriptions filled in Ontario, subject to a co-payment. A person licensed to
practice in Ontario must prescribe the medication and the drug must be one that
is an approved benefit. This programme covers the cost of about 3,000
quality-assured prescription drugs approved for payment by a committee of
independent medical experts. To benefit from this programme, please take your
prescription and your Health Card to a drugstore and tell the pharmacist that
you are eligible for ODB. The pharmacist will check your eligibility on the
government’s Health Network, which is a computer system that links Ontario
pharmacies directly to the Ministry of Health. It identifies who is eligible for
Ontario Drug Benefits and helps protect you by alerting your pharmacist to
potential drug interactions when your prescription is being filled.
Persons who are 65 years of age or over are eligible for Drug Benefits if
they are legally entitled to remain in Canada and reside in Ontario. (Drug
coverage is effective on the latest of: the 1st day of the month
following the 65 birthday or the first day of residence in Ontario). So are
people who live in a long-term care facility, receiving home care services,
and/or social assistance. Tourists, transients, and visitors to Ontario are not

The programme is designed to help individuals and families who spend a large
portion of their income on prescription drugs. The year runs from August 1 of
one year to July 31 of the following year. Application can be made any time
after August 1 of the programme year. It is not necessary to pay the deductible
before applying. When an application is approved, and deductible paid, a family
will receive eligible prescription drugs with payment of up to $2.00 per
prescription. All that is needed to get a prescription filled is to present the
Health Card. After the Health Card has been used once, there is no need to send
receipts to the programme.

Trained nurses offer 24-hour emergency first-aid information to the public and health care professionals in case of suspected poisoning (adults and children). The physician-toxicologist director is available for consultation by physicians. An outreach education programme and pamphlets on poison prevention and child safety are available at no cost.
OTTAWA-CARLETON COMMUNITY CARE ACCESS CENTRE
The Ottawa-Carleton CCAC is a charitable, non-profit corporation mandated by the Ontario Ministry of Health to provide home care services, placement coordination services and one-stop access to information and referrals to other long term care community services.
In-Home Service
On behalf of clients, the CCAC purchases professional health and treatment services for clients in their homes. Services include visiting nursing service, shift nursing, case management, physiotherapy, occupational therapy, speech therapy, nutritional counselling and social work. Homemaking services are available to the fr ail elderly and to disabled adults for whom some element of personal care is required. Individuals needing help with only homemaking tasks do not quality. Individuals may apply directly to the programme but nursing services require a doctor’s referral. The Ministry of Health establishes eligibility criteria. There is no direct charge to the client.
